I18n

Hi!

On https://bbs.archlinux.org/viewtopic.php?id=95360 I learn that the system with the i18n banner was the ancient system for the archwiki.

The new version is similar to what Wikipedia does.

It would be a good thing to change Parabola wiki in the same way, a user that doesn't speak english may not want to be redirected to the english wiki by default and stay all the time in their personnal language.

What do you think?
